Meet David
First elected to the Perris City Council in 2014 and re-elected in 2018 and 2022, David Starr Rabb has worked to attract new businesses to the city while improving its infrastructure and creating opportunities for youth and seniors. Councilman Rabb has spearheaded significant infrastructure improvement and economic growth initiatives. Throughout his eleven-year tenure, David Starr Rabb have utilized his legal background to draft city ordinances involving a wide range of municipal issues.
Since 2015, Councilman Rabb has served as a Deputy District Attorney with the San Bernardino County District Attorney's Office. He currently prosecutes domestic violence and elder abuse cases in the Family Violence Unit and has handled more than 2,000 felony elder abuse cases involving both physical and financial exploitation. Moreover, Councilman Rabb also leads the Elder Abuse Multidisciplinary Team, bringing together Adult Protective Services, medical professionals, and law enforcement to develop coordinated strategies that protect vulnerable seniors and connect victims with critical services.
David Starr Rabb earned a Bachelor of Arts in Political Science from Stanford University and a Juris Doctor from Stanford Law School and has been licensed to practice law in California since 2012.
In addition to his civilian service, he served in the United States Navy Reserve, deploying with a Navy Expeditionary Unit to the United Arab Emirates before receiving an honorable discharge in December 2013.
Growing up in a working-class household Perris, Councilman Rabb learned the value of hard work from his late parents, the church family at First Baptist Church of Perris, and the community at large. David Starr Rabb am proud graduate of Perris public schools, including Perris High School.
